Why is the sign-up gift so attractive?
The traditional way of getting new card sign ups – that of hiring promoters and organizing roadshows in areas with heavy foot traffic – actually cost a lot of money. If I have a Citi Premier Miles card but apply for a Citi Cashback+ Card through Singsaver, am I still entitled to the reward if I spend the minimum $500 within 30 days?

Yes as long as you complete the application process before the deadline. It is not based on approval date.
